SCHOOL BURSAR
THE STARTING DATE OF THE APPOINTMENT - ASAP
Position Overview
The Bursar is responsible for the financial administration and management of the school’s finances in accordance with Department of Education regulations, the South African Schools Act (SASA), and School Governing Body (SGB) policies. The role includes budgeting, accounting, financial reporting, and full debtors management to ensure the financial sustainability of the school.
Key Responsibilities
- Financial Management & Accounting
- Maintain accurate financial records in accordance with accepted accounting principles.
- Manage the school’s accounting system (e.g., Edupac or equivalent).
- Prepare monthly income and expenditure reports for the Principal and SGB.
- Prepare annual financial statements for audit purposes.
- Manage bank reconciliations and ensure accurate cash flow management.
- Process payments, invoices, and supplier accounts.
- Ensure proper internal financial controls are maintained.
- Budgeting & Financial Planning
- Assist the Principal and SGB in preparing the annual budget.
- Monitor expenditure against the approved budget.
- Provide financial forecasts and cash flow projections.
- Advise management on financial matters and cot control.
- Debtors Management (School Fees Administration)
- Maintain accurate records of all school fee accounts.
- Allocate payments correctly and update learner accounts.
- Monitor outstanding school fees and generate age analysis reports.
- Follow up on overdue accounts via letters, emails, and telephone communication.
- Manage school fee agreements and ensure compliance with signed arrangements.
- Prepare documentation for exemption applications in line with Department regulations.
- Implement collection procedures in accordance with the South African Schools Act.
- Liaise with attorneys or collection agencies when required (as per SGB approval).
- Provide monthly debtors reports to the Principal and SGB Finance Committee.
- Creditors & Payroll Administration
- Process supplier payments and reconcile creditor accounts.
- Ensure all procurement procedures comply with school policy.
- Assist with payroll administration (if applicable).
- Ensure statutory payments (e.g., UIF, PAYE) are processed accurately and on time.
- Compliance & Governance
- Ensure compliance with:
- Department of Education financial regulations
- South African Schools Act (SASA)
- SGB financial policies
- Prepare for and liaise with external auditors.
- Maintain proper documentation for audit purposes.
- Ensure asset registers are maintained and updated.
- Asset & Risk Management
- Maintain and update the school’s asset register.
- Assist with insurance documentation and claims.
- Monitor financial risks and advise accordingly.
Minimum Requirements
- Grade 12 (Matric) – essential.
- Relevant qualification in Accounting / Financial Management / Bookkeeping.
- Proven experience as a Bursar, Bookkeeper, or Financial Administrator (school experience preferred).
- Strong knowledge of debtors management and collections processes.
- Proficiency in MS Excel and accounting systems (e.g., Edupac).
- Knowledge of South African Schools Act and Department of Education financial guidelines – advantageous.

Reporting Line
Reports directly to the Principal and works closely with the School Governing Body (SGB) Finance Committee.
