A leading facilities management corporate is requiring a dynamic and driven Skills Development Facilitator. Role Overview: The Skills Development Facilitator (SDF) is a dual strategic and hands-on operational role responsible for managing, executing, and evolving the company’s end-to-end skills development, learning and development (L&D), and statutory training frameworks. Core Purpose: To align all training initiatives with broader business priorities, Employment Equity (EE) plans, and strict BBBEE transformation objectives, while ensuring absolute compliance with SETA mandates and legislative frameworks. Commercial Reality: Unlike a standard internal L&D role, this position carries heavy commercial and B2B weight, directly managing, tracking, and executing training deliverables tied directly to corporate hospitality/catering client contracts and commercial Service Level Agreements (SLAs). Reporting & Governance: Reports directly to the HR Executive and provides direct supervision, workflow allocation, and coaching to the Training Officer. The role serves as an internal advisor to HR, Finance, Operations, and senior management. KPI’S: Strategic Training Planning & Workforce Alignment: Needs Analysis: Conduct annual and ongoing training needs analyses (TNA) across management, HR, and operations to pinpoint and close skill gaps. Pipeline & Equity Integration: Build and maintain the annual training plan to support internal talent pipelines, succession planning, and the company's Employment Equity Plan, specifically focusing on the development of designated groups. SETA Compliance & Grant Optimization: WSP/ATR Governance: Coordinate, compile, and submit fully accurate, compliant Workplace Skills Plans (WSP) and Annual Training Reports (ATR) within strict SETA deadlines. Funding Recovery: Act as the primary SETA liaison; actively identify, apply for, and secure mandatory and discretionary grant funding opportunities to maximize financial cost recoveries. Commercial & Client SLA Compliance: Contractual Training Execution: Monitor, track, and execute specific training deliverables linked directly to client contracts and operational site requirements. SLA Risk Escalation: Proactively identify and escalate any training delays, capacity issues, or non-compliance risks that could jeopardize service level commitments or breach commercial client agreements. Specialized Training & Systems Management Sector-Specific Compliance: Schedule, coordinate, and maintain meticulous records for regulatory, mandatory, and client-required training native to a specialized catering and lounge environment (including Food Safety, Hygiene, HACCP, ISO 22000, and ISO 9001). Onboarding Control: Coordinate and track company induction, orientation, and site-specific operational training for all new employees. Systems Integrity: Capture, update, and audit all training, learner, and skills data on Sage300 People (or similar LMS/HR platform), utilizing trackers to eliminate data gaps or overdue compliance training. Learnerships; Internships & Workplace Integration Programme Coordination: Administer learnerships, internships, apprenticeships, and skills programmes in strict compliance with SETA and legislative frameworks. On-Site Integration: Actively support the physical integration of learners into the workplace, monitoring progress, attendance, mentorship, and completion rates while escalating provider or learner risks. Training Quality, Evaluation & ROI Provider Vetting: Source, evaluate, and recommend accredited, high-quality training providers aligned with business and procurement needs. Feedback Loop & Optimization: Actively gather and analyze post-training feedback from learners and line managers to evaluate classroom ROI and practical workplace value. Recommend immediate adjustments to course content, delivery methods, or providers based on results. BBBEE Skills Development & Evidence Management Target Optimization: Plan and monitor strategic training spend to optimize the company's BBBEE scorecard objectives. Cross-Departmental Collaboration: Work directly with Finance and internal BBBEE stakeholders to ensure training spend is correctly identified, classified, and supported. Audit-Ready Verification Packs: Build and maintain airtight, comprehensive evidence packs (invoices, proofs of payment, registers, certificates, demographic data, and provider accreditations) to clear annual BBBEE verifications and external audits. Budgeting & Financial Control Spend Tracking: Assist in preparing the annual training budget; track expenditure against allocations, verify training invoices, and provide regular cost reports covering grant recoveries and BBBEE spend variances. Policy; Governance, Risk & POPIA Policy Development: Assist with the active drafting, review, and structural implementation of internal skills development and training policies. Filing & Data Protection: Maintain strict version control, record retention practices, and file security over all learner and employee information in absolute compliance with POPIA. Management Information & Reporting Dashboards: Compile accurate monthly, quarterly, and annual skills development reports and dashboards for management, highlighting trends, budget risks, and training gaps regarding food safety and statutory compliance. People Management Staff Supervision: Direct, guide, and review the daily administrative output of the Training Officer, providing coaching and escalating performance or capacity issues to the HR Executive. Minimum Requirements: National Diploma or Degree in Human Resource Development, Human Resources, Training and Development, Education, or a closely related field. Advantageous: Formally appointed/registered Skills Development Facilitator (SDF) with active SETA portal experience. Advantageous: Accredited Assessor and/or Moderator. Experience: Minimum 3–5 years’ direct experience in skills development, learning & development (L&D), or SETA administration. Proven track record of managing end-to-end WSP/ATR submissions, mandatory/discretionary grant applications, and formal learnership programmes. Direct; hands-on experience building evidence files for and defending claims during BBBEE Skills Development verifications and audits. Practical; daily proficiency using Sage300 People or a highly comparable HRIS/Training management system. Advantageous: Prior supervisory or line-management experience over training/administrative staff. Advantageous: Working experience monitoring compliance and statutory training within a catering, food manufacturing, hospitality, or highly regulated safety environment. Competencies & Knowledge Regulatory Fluency: Complete ability to interpret and apply the Skills Development Act, Skills Development Levies Act, Employment Equity Act, POPIA, and the applicable BBBEE Codes of Good Practice. Technical Savvy: Advanced proficiency in Microsoft Office, with specialized strength in Excel for tracking spend, data manipulation, and building compliance dashboards. B2B Alignment: Ability to understand commercial client SLAs and align operational training schedules to protect corporate contracts. Communication: Exceptional stakeholder management, advisory, and relationship-building skills across all corporate levels, finance teams, external providers, and SETA representatives.
