Job Summary
Role Purpose:
To manage and oversee the performance of financial accounting activities in compliance with relevant legislation, policies, regulations, frameworks, standards, and guidelines. The role ensures the integrity of financial reporting, internal controls, and governance processes.
Key Responsibilities
Financial Accounting & Control
- Ensure the integrity of general ledger accounts and structure.
- Approve all general ledger transactions
- Approve reconciliations across financial accounts
- Reconcile, investigate, and clear payroll suspense accounts
- Identify, escalate, and resolve discrepancies
Perform bank signatory duties
Prepare and/or authorize journal entries
Financial Reporting
- Prepare monthly and quarterly financial statements.
- Provide management oversight of Debtors, Creditors, Payroll, and Bookkeeping functions
- Contribute to the preparation and presentation of the Annual Report
- Investigate outstanding GL balances and queries during month-end.
- Ensure compliance with accounting policies and standards
Oversight & Governance
- Provide management oversight of Debtors, Creditors, Payroll, and Bookkeeping functions
- Review monthly debtor and creditor reports
- Review payroll cheque requisitions for GL coding accuracy
- Develop, implement, and maintain internal control systems
- Develop and update financial standard operating procedures.
- Follow up and clear audit findings
- Ensure compliance with relevant legislation (including PFMA and SCM regulations)
Asset & Systems Management
- Manage the asset register
- Oversee information technology in collaboration with the external IT service provider
Leadership & Support
- Provide guidance to direct reports on compliance and operational procedures
- Support Treasury reporting requirements
Minimum Requirements
- Relevant tertiary qualification (Diploma or Degree in Accounting/Finance)
- Completed articles (advantageous)
- Minimum 3 years’ relevant experience
- Exposure to Treasury reporting
- Knowledge of government prescripts (PFMA, SCM)—essential
- Working knowledge of accounting systems (e.g., AccPac)—essential
- Supply Chain Management exposure (advantageous)
- Computer literacy (MS Word, Excel, Internet, Email)

- Strong written English proficiency
- Ability to communicate in at least one of the Western Cape’s predominant languages (Afrikaans, English, or IsiXhosa)
- Flexible and willing to work overtime when required
- Knowledge of the arts/cultural sector (advantageous)
