Background
The South African Reserve Bank (SARB), through the Enterprise Systems Division, has recently implemented Oracle Fusion HCM Cloud to support core human resources processes. To ensure system stability, effective adoption, and ongoing optimisation of the platform, SARB seeks to appoint an intermediate to senior Oracle HCM Functional Specialist to provide functional support and enhancements.
The engagement requires a strong functional focus on Payroll-related processes, with experience in Oracle E-Business Suite (EBS) Payroll environments considered advantageous, particularly where integrations exist between Oracle ERP Payroll and Fusion HCM Cloud.
Objective of this Scope of Work
The Enterprise Systems Division requires the services of an HCM Functional Specialist to provide functional support, configuration, and enhancement services for the Oracle Fusion HCM Cloud environment.
To support SARB’s operational and compliance objectives, the recently implemented Oracle Fusion HCM Cloud environment must remain stable, well-aligned to business processes, and effectively integrated with Oracle ERP Payroll (EBS). HR and payroll stakeholders require access to experienced HCM functional expertise to support post-implementation stabilisation, resolve functional issues, and enable controlled enhancements, particularly for payroll-related processes that span HCM and ERP platforms.
The business therefore requires an intermediate to senior Oracle HCM Functional Specialist with strong payroll domain knowledge to ensure business continuity, reduce operational risk, support user adoption, and maintain auditable and compliant HR and payroll operations within a regulated environment.
Scope of Services Definition
The scope will include but will not be limited to:
- Functional support for day-to-day HCM operations
- Assistance with post-implementation stabilisation and enhancements
- Support for payroll-related business processes and integrations
- Functional issue analysis, resolution, and user support
- Support during critical HR and payroll processing cycles
- Collaboration with technical teams and business stakeholders
Functional Modules in Scope
The resource must have implementation and/or support experience in the following Oracle Fusion HCM Cloud modules:
- Functional support for Oracle Fusion HCM modules in scope (Core HR, Absence, Recruitment, Helpdesk, Talent, Learning, Compensation, Advanced Controls, and Fusion Data Analytics).
- Support for payroll-related business processes and data impacting payroll
- Functional support for integrations between Oracle Fusion HCM and Oracle ERP Payroll (EBS).
- Analysis and resolution of functional issues, including support during critical HR and payroll processing cycles.
- Support for post-implementation stabilisation and ongoing functional
Technical Specifications
The resource must demonstrate:
- Intermediate to senior-level experience in Oracle Fusion HCM Cloud implementation and/or
- Strong functional understanding of payroll processes, with experience on any payroll system; Oracle EBS Payroll experience is
- Working knowledge of HCM configurations, integrations, and release
- Ability to translate business requirements into functional solutions and support testing and
- Fast formula knowledge advantageous
- Basic integration awareness

To be considered for this position, candidates must have:
- B degree or equivalent (e.g., BCom Human Resources, BCom Industrial Psychology, BSc/BCom Business Information Systems, BCom Business/Organisational Management);
- Active Oracle HCM Cloud certifications will be an added advantage
- A minimum of 3 to 5 years of working experience Oracle HCM Cloud functional specialist in a project and/or support environment.
- Oracle eBusiness Suite (EBS) functional experience: advantageous
- Regression testing experience across quarterly updates and UAT coordination with business users;
- Knowledge of the full system development lifecycle (SDLC) or equivalent ;
- Proficiency in English (verbal and written communication skills);

- Ability to work within a CAB/ITIL-governed change management process;

Key performance measures:
- Resolution of incidents and service requests within agreed SLA thresholds, achieving at least 95% compliance monthly
- Submission of high-quality change requests with at least a 90% first-time approval rate at Change Advisory Board (CAB) level
- Full compliance with SARB change management processes, ensuring all changes are logged, approved, and implemented with complete documentation
- Readiness for Oracle HCM quarterly releases through full regression testing and business sign-off prior to production deployment
- Maintenance of up-to-date functional documentation, ensuring all artefacts are updated within ten business days of approved changes
- Achievement of an average stakeholder satisfaction rating of at least 3 out of 5 based on HR stakeholder feedback
- Contribution to knowledge transfer through at least one documented session or knowledge article
- Timely and complete response to audit findings within agreed timelines, supported by documented remediation actions
- Achievement of at least 95% availability against contracted hours, with all absences communicated in advance
Key deliverables:
- Provision of day-to-day functional support for Oracle Fusion HCM modules, including issue analysis, resolution, and user support
- Configuration and maintenance of HCM system setups aligned to business processes and organisation policies
- Analysis of business requirements and translation into functional specifications, process maps, and system configurations
- Execution and coordination of system testing activities, including regression testing and user acceptance testing (UAT) to support releases and enhancements
- Support for Oracle HCM quarterly releases, including defect resolution, validation, and business readiness activities
- Development and maintenance of functional documentation, including configuration documents, business requirements, and process flows
- Management and resolution of functional defects and production issues to ensure system stability and continuity of HR operations
- Collaboration with technical teams, business stakeholders, and subject matter experts to resolve complex functional issues and drive enhancements
- Support for critical HR and payroll processing cycles, ensuring system availability and functional accuracy during key business periods
- Facilitation of knowledge transfer sessions and user enablement activities to support adoption and internal capability building
